Depending on your OS, you go to computer and find it.
Press the applications key and you'll see format.

Maybe this will help, if you can get past all the clutter.
Here's some instructions on how to get in to disc management. When you find the volume or drive in question, look for a populate button and then your computer should see it again.

To get the stuff off you need to back it up to something.
You have cloud services that will do it, but all are not accessible.
You can buy another drive and send all the data from that one to the new one.
Or you can buy USB data storage.
If you have room on your computers main drive, you can create a folder, and send all the data from your portable drive to the main drive.
Do you know how to copy or send data from one place to another?

My guess is that if it's asking for a reformat, the computer isn't seeing the contents of the drive, so that's what the OP is trying to figure out. Is this correct?

I'd have to see your problem. Try using different USB ports and see what happens.

Drive most likely has firmware / head issues that you won't be able to fix. If the data is important send it to a data recovery company, taking care to avoid computer repair shops. You should expect to pay $$$ for the service at a minimum.
